HB 127 represented the culmination of repeated efforts to introduce legal Vermont sports betting in recent years. The bill was introduced by Rep. Matthew Birong and several co-sponsors from both parties in January 2023, and was passed by the House in March. 

After three readings in the Senate, and several amendments, the bill was cleared in early May 2023. The House approved those amendments, and then the bill made its way to Gov. Phil Scott, who signed the bill.

Who Regulates Vermont Sports Gambling?

The state’s Department of Liquor and Lottery regulates Vermont sports betting & gaming. Wendy Knight, the department's director, says creating a regulatory environment for online sports betting will help limit illegal betting activities and give bettors more protections in Vermont.

Vermont Sports Betting Licenses

Right now, three Vermont sports betting licenses have been granted out of five applications. DraftKings, Fanatics and FanDuel were all given licenses, while BetMGM and ESPN BET were not. BetMGM's application was not totally rejected, per Wendy Knight, but its revenue-sharing proposal didn't meet state standards. Meanwhile, ESPN BET's sports betting license wasn't accepted as it didn't have all required documentation. 

The Department of Liquor and Lottery has set the total number of licenses allowed at 6. I am fascinated to see who obtains the other 1-3 licenses, and whether the full compliment of six is taken up eventually.

Vermont Sports Betting Revenue Projections September 2024

All VT sports betting sites will have to pay an annual license fee of between $320,000 and $550,000, depending in part on the number of operators, and the state will receive money on a revenue-sharing basis, with a minimum rate of 20 percent. Wendy Knight revealed DraftKings and Fanatics will share 31% of Vermont sports betting revenue with the state, while FanDuel will share 33%.

Based on the state's revenue-sharing guidelines, the state’s Joint Fiscal Office has predicted a return of about $2 million in tax revenue in 2024, with that figure rising to $10 million a year as the industry matures.

Gov. Phil Scott cited lost revenue as a major reason for legalizing Vermont sports betting: "Many visitors come to Vermont and want to place bets, but couldn’t, leading to lost revenue for our state."
